In both cases you will need to know where to look for the records as well as some details about the person, when they were arrested and (in case you will search court dockets) the number of the case.
An easier way to look for possession records is via the Internet. There are many great public criminal records databases where you can check anyone's records. The biggest advantage of an online search is that you can search all records at the same time even if you have no idea where the person was arrested and where the records physically are. Moreover you can search even if you know only the name of the person whose records you want to obtain.
