The NCIC or National Crime Information Center is a member extension of the Federal Bureau of Investigation (FBI). It is tasked with maintaining all records of criminals and crimes and making it available and accessible to authorized viewers. These viewers maybe local enforcement agencies, officials of the federal or state, and members of justice departments.
Information provided by NCIC is very comprehensive as far as criminal records are concerned. This is a good source of data that can be used for reference on a civilian's track record in the community.

The main purpose why people would seek access to NCIC is to make a background check on criminal records as well as criminal history. The computerized system is being maintained by the Criminal Justice Information Services Division of the FBI.
Because data is very sensitive and at times highly classified, monitoring the database is strict, providing controlled access to people and giving them authorization and password before they could use the system.
what appears on an ncic report?
In the NCIC background check, you can see criminal records of a person, as well
as other information information like current investigations on wanted person, missing person, or terrorism. All data is encrypted so as to prevent hackers from penetrating the system.
Once a person has been charged for a crime, he automatically will have his record included in the NCIC. However, there are records that has an "expiration" date. After a certain period, these records may be removed from outside viewers. This provides an unbiased means for offenders to get another chance of a decent employment specially if they have already shown willingness to make up and strive for a better living.
