It was an era when British pop music was at its finest. During this time, rock and roll music is only being played for two hours every week by broadcast station BBC. When Carl was expelled from school, he was sent to visit his godfather Quentin, hoping that he would find a better direction in life. He finds himself on board the Radio Rock, a pirate station located in the middle of the North Sea. The ship crew, lead by its boss Quentin, is composed mainly of rock and roll DJs who broadcast rock and roll music twenty-four hours a day, seven days a week, much to the delight of its fans - over half the British population.

Meanwhile, minister Dormandy finds opportunity to gain political prominence by passing a bill that intends to outlaw the music pirates. Sensing danger, devoted fans came to the rescue of their DJ heroes.
