That's what the intertubes are rumoring. Director George Miller (Mad Max, Happy Feet) is all signed up and WB is all hot for a possible early '08 production start (could be angling for a Christmas or Spring '08 release). Batman and Superman will be in it, but recast...

..so as not to fuck with the good things the studio has going on with Brandon Routh/Bryan Singer and Christian Bale/Chris Nolan. No word if the rumors about Ryan Renolds being cast as Flash are fiction or science.
