The National Board of Review, a group of about 75 respected cin?astes who traditionally inaugurate the awards season each year, have selected American Beauty as the best film of 1999.?Russell Crowe won the best actor award for his role as tobacco-industry whistleblower Jeffrey Wigand in The Insider, and Janet McTeer was named best actress for her performance in the upcoming Tumbleweeds.?Anthony Minghella took the best director award for The Talented Mr.?Ripley, also due later this month.?John Irving won the best screenplay honor for The Cider House Rules, based on his novel, due to open in New York and Los Angeles on Friday.?The awards will be presented at a New York ceremony on Jan.?18.
