How can you so severely misunderstand this film?  Yes, the "No Country for Old Men" theme with Jones is certainly evident, but the rest is not irrelevant.  Although there are many interpretations, I think, I see Chugurh as a symbol of fate and its inevitability.  Here is a man who cannot be stopped, cannot be confronted, who will kill you if you see him ("Do you see me?"  i.e., "Has your time come?").  Tommy Lee Jones is helpless against the ever-increasing violence of modern times; he cannot stop it, the change is fated, just as Chigurh represents.  "Of what use was the rule?"  This can be applied to Jones.  One may ask him, "of what use are your experience and 'rules' against the darkness in today's world?  You cannot stop what's coming."  Chigurh and his unstoppability (against Llewelyn, Carla Jean, Wells, and after the accident) symbolize fate, as it applies to Ed Tom Bell and all of us.
