No your leaders "rule" the world large families and corporations your democracy is a sham, you personally shouldn't we proud as you have no say on how your life is run by your leaders.  Frankly I pity you for your deluded beliefs.
The comments about Monarchy were there to show that democracy develops to make men free and to have safe guards to that freedom, the American system is a mockery of all trhat is good about democracy.
As for America calling the shots then why have you tolerated Chinas influence, Why did Bush desperatly seek alliances before Iraq, Why was Vietnam lost why did the Cold war last so long, Why is there still problems in Palistine.  America to all intents and purposes rules two things Jack and Shit.
