I wouldn't say that the Jews declared war on Germany first because that could easily be misconstrued as false.  What's more accurate is the Zionist reactionaries openly declared war on Germany in 1933 and in effect catalyzed a government response.  Initially jewish families were to be deported from Germany, but the Zionists refused to comply - thus sentencing thousands of their own people to death for their political ideologies.

This is not to say that Germany wasn't completely mad for witch hunting.  But a simple analogy could be made between Germany and the US, who interned Japanese families.
