Decent idea, but I'd really like to see something off the island. I think the 'stranded' theme of the Jurassic Parks has been worn out. Plus, after what has happened in the previous 3 films, it would basically be retarded for anyone to go near the islands. My idea would be to have dinosaur sightings or incidents along the coasts of the continents closest to Isla Nublar and Sorna. The government calls up one of the characters that has been to the island (Grant, Malcolm, take your pick)to help them figure out how the dinos are getting to the mainland. From there you can go in any different number of ways.
One last thing : The water dino really wouldn't work. The dinosaurs are able to be cloned because of their blood in mosquitos. Most mosquitos I know of can't swim. Just my two cents.
