Don't you people pay attention? The first movie was ABOUT JOHN CONNOR'S FATHER: Kyle Reece. Maybe no one remembers, but when Terminator hit theatres, the male lead was Michael Bien, NOT Arnie. Only later, after Arnie had made such "masterpieces" as The Running Man and Commando, did Terminator become an 'Arnie movie.'  

John Connor's father is Kyle Reece. End of story. (Er...beginning of story. Dang that time-travel business!)

The only good story for T3 would be thus: it's the future. John Connor and his brigade are close to a victory over Skynet, but John knows there's one thing he must do make the victory certain: send his best soldier, Reece (whom John KNOWS is his father) back in time after the T800.  (They could even re-cast Michael Bien: maybe the temporal displacement device regresses him somewhat in age...)  This story could be action-packed (as the humans battle the machines through Cyberdyne, trying to reach the Skynet mainframe and/or temporal displacement device), as well as touching (John dooming his comrade/father to die, knowing he has no other choice).

But let's face it: ANY Terminator movie made without the involvement of James Cameron (movie god) is a BAD IDEA DOOMED TO FAIL, whether Arnie's in it or not.
